I often see what I call the “Can’t say ‘I love you’” trope applied to Loki in Thorki fics. This confuses me. Loki’s said “I love you” to Thor in canon, and told others he loves Thor.
It’s actually Thor that’s never said the words “I love you”. I headcanon he can’t, not because the commitment is too great (as is most often the case when a character can’t say “I love you”), but because the sentiment is not enough. The words “I love you” get used by so many others, often carelessly. They do not begin to describe how Thor feels.
I admit I’m guilty of this, and I think it’s a matter of over-identifying with Loki. I have a lot of trouble saying “I love you” even to family members. But of course you’re right that Loki doesn’t have this problem in canon.
I do think I characterize Thor in a way similar to what you describe. He has all these worshipful thoughts about Loki but he feels like he can’t say them out loud because Loki would laugh at him.

I love about that story is the sad tune of an ex-couple, interupted by
flashbacks from (more or less) happier times – Thor and Loki have been a
trainwreck back then but life had been interesting… Gorgeous work!

So the other week when I asked for prompts, @canthre requested “filthy d/s session with collaring maybe and a dom!Loki because for some reasons there’s not enough of it around” (ty for the tasty prompt! :D)
The resulting fic also wound up being a sequel to my old porn challenge ficlet “Leather.” Go read that one first, but if you want to skip ahead, here’s the premise:
A post-Avengers AU in which Loki used the scepter on Thor and now rules Midgard with his brother as his willing servant. But Thor wants more than just to defeat Loki’s enemies and kneel before his throne. Thor wants other, unbrotherly things… and Loki wants to know why.

“Do you know what this is?” Loki said one day while upon the throne that he had created for himself. The new throne of Midgard, where Thor knelt at his king’s feet.

Unfortunately, the 3 main things I’m working on are chapter fics, so page 7 is already posted… and I haven’t gotten to page 7 of the new chapters. Two of them haven’t been started at all. I just haven’t been able to write recently, partly because of illness and partly because of general brain death.
There is one thing that has a page 7, and it’s the weird Handmaid’s Tale AU I started working on last summer and haven’t touched since then. So here you go.
As a consequence of his illnesses, Loki was, to a
greater extent than any of the other boys who grew up in the palace, raised by
women. First it was his mother, who sat anxiously at his bedside for much of
his early childhood, stroking his hair and weeping and praying, afraid that he
would die. But then, when he was four, his younger brother Byleistr had been
born, and caring for him had taken Farbauti away from her ailing second son. As
the years passed she became more confident that he would survive, and allowed
herself to be drawn from his bedside not only by her younger son, but by her
ceremonial duties as queen.
Then, for reasons the
six-year-old Loki did not fully understand, Farbauti took on a handmaiden, a
young woman named Nál who became like a second mother to Loki. While Farbauti
was away, entertaining visiting nobles and foreign envoys, Nál would sit at
Loki’s bedside—sometimes nursing one of her own young sons—and change the cool
compresses on his forehead, or the warm poultices on his chest that helped him
breathe. She would read to him, sometimes, when his head hurt too badly for him
to read himself.
Thor said: “If you were here, I might even give you a hug”—and then he walked away.
It was all downhill from there.

When had he become accustomed to anything at all? It seems to
him that up until the moment Asgard-the-land had died Loki had been
flying and fleeing for millenia. Strange then that now, on a great ship
hurtling through the stars, he finds comfort and the idea of home.
